DIGITAL MIGRATION PILOT PROJECT LAUNCHED

The Digital Migration Pilot project has been officially launched on behalf of the Minister of Communication, Dr Benjamin Aggrey Ntim by the Chief Director of the Ministry. This took place at the Kofi Annan ICT Centre in Accra.


Mr. Kwaku Ofosu-Adarkwa Chief Director of the Ministry of Communications who read the statement on behalf of the minster said the launch of a Pilot Project on the migration to Digital Broadcasting is very timely because the forum is going to serve as a platform to identify practical challenges that lie ahead of Ghana. Adding that the meeting is a step forward to monitor what the technical advantages and challenges will be like from a practical point of view.

He stressed on the need to continue to plan and analyse the implications of the migration, bearing in mind that broadcasting services should reach the populace at affordable cost and impact positively on their lives. The Minister for Communication then called on the Ministry of Communications to facilitate an all inclusive national migration committee to address the task ahead.

An occasion like this, the Minister said, should also offer us the opportunity to discuss regulatory issues arising out of the Digital Dividend, that is low the surplus spectrum will be available over and above the existing analogue spectrum.

The Minister of Communication called on the NCA to take advantage of all sub-regional programmes to put the agenda of digital broadcasting on the table so as to have a sub-regional approach, this he said would prevent undue cross border interference.

He thanked the organizers for the opportunity to witness a practical demonstration of digital broadcasting and urged them to exhibit the pilot project in many parts of the country to demonstrate the “power of broadcasting” as a unifier that knows no barriers.

Mr. Oscar Nchor, Director of Technical production, GBC lectured on Digital Terrestrial Migration. He said the need for the Digital Terrestrial policy is to guide implementation, to ensure co-ordination action and also to set a time table. He noted that some of African countries have already embarked on the migration project to the digital divide, they are, Kenya, Uganda, Sudan, Rwanda and South Africa. Mr. Oscar said, to receive the digital signal on current television sets, households would need Set Top Box (decoder) that converted the digital signal into analogue signal.

Mr. Jones Konstantinou, CEO of Next Generation Broadcasting NGB AB (Sweden) lectured on the Experience of European Digital Terrestrial transition.

He explained the advantages of digital broadcasting to the viewer such as clear picture quality, better sound quality, more channels and on-screen programme guide. He also gave a demonstration how to receive digital TV services.

Mr. Ampem Darko, Director General of GBC, said the digital pilot is a co-operation between GBC, NGB and Ghana’s four major channels- Ghana Television, TV3, TV Africa and Net 2 Television. He said Europe, United States of America and Asia were already on board. He commended Ghana for the pace at which it is moving, adding that this would enable her achieve the cross over deadline.
