On 12 November 2008 Ghana was unanimously elected at the 63rd session of the International Telecommunications Union (ITU) Governing Council, Geneva, as Vice Chair. The 63rd session of the Governing Council was preceded by a High Level Segment (HLS) which witnessed an impressive attendance of two Heads of State, 21 ministers and 400 participants.
The Union which has its headquarters in Switzerland, Geneva; is the United Nations leading agency for information and Communication Technology (ICT) issues and also the global focal point for Government’s and the private sector in developing communications networks and services.
Addressing the HLS meeting, the Ghanaian Minister of Communications, Honourable Dr. Benjamin Aggrey Ntim, observed that with modest improvements in Ghana’s ICT infrastructure, Ghana is encountering threats to the security of the networks which undermine the necessary confidence that is required for ICT applications in all spheres of development: commerce, governance, education, health, agri-business, national security.
The Minister was speaking on the topic ‘Managing cyberthreats through harmonized policies and organizational structures’ reported that Ghana is on the average, encountering an incidence of 82 cases of cyber crimes per month, nearly one thousand cases in a year. This he noted is so alarming that if Ghana dos not hasten with deterrent measures, then the entire communications system would be undermined.
The Minister noted that the passage of the Ghana Electronic Transactions Bill 2008, the electronic Communications Bill 2008, National Communications Authority Bill 2008, and National Information Technology Agency Bill 2008. The National Security and the judicial authorities will be empowered to enforce punitive measures for crimes perpetrated through Ghana’s communications networks.
The passage of the laws will also support the establishment of complementary institutions and Critical Emergency Response Teams (CERT) to assist in the implementation aspects of the cyber security initiatives.
The High Level Segment (HLS) meeting provided Ministers and Councilors with the opportunity to exchange views of strategic importance to the ITU, and on emerging trends.
The Secretary General of the ITU, Dr. Hamadoun Toure, paid glowing tribute to Ghana’s contribution to ITU since joining in 1957 and especially, since the country’s election to the ITU Council in 2002 and re-election in 2006.
He also acknowledged Ghana’s ICT for Accelerated Development Policy that provides a clear guide to the accomplishment of an Information and knowledge society and economy in Ghana.
Dr. Hamadoun Toure recalled Ghana’s active role in the process of the World Summit on the Information Society (WSIS) as coordinator for Africa, adding that Ghana in May 2008, was elected to lead Africa’s contributions to the World Telecommunication Standardisation Assembly (WTSA-08) held in Johannesburg, South Africa.
The Secretary General affirmed that Cyber security is one of the most important challenges of our time. The rapid growth of ICT networks has enabled opportunists to exploit online vulnerabilities and attack countries’ critical infrastructure.’
‘Climate Change is another profound challenge that is at work, transforming the face of the world. Whatever the underlying cause, at current rates of extinction, scientists predict that two-thirds of all birds, mammal, butterfly and plant species will be extinct by the end of this century he added.’
The session of ITU Council ends on Friday 21 November 2008.
