NON-COMPLIANCE WITH PRESIDENT’S DIRECTIVE TO UNDERTAKE LOCAL PRINTING OF SCRATCH CARDS

The Ministry of Communications wishes to express its dissatisfaction and disapproval of the conduct of Telecom Operators to comply with the directive of H.E. John Evans Atta Mills, to endeavour to print scratch cards locally and within the country; to create opportunities for employment for Ghanaians and to support indigenous Ghanaian printing businesses.

This, and other practices that do not take advantage of local content, go to undermine the undertaking by all Telecom companies to promote technology transfer and also employment opportunities in the country for Ghanaians.

Specifically, the non-printing of scratch cards in Ghana, disregards the President’s request to all operators to undertake the local printing of scratch cards in Ghana. The practice, where operators do continue to import such cards that can be manufactured easily in Ghana is unacceptable.

In this regard, Telecommunication Companies are requested to provide the National Communications Authority (NCA) within thirty (30) days, evidence of their compliance of the directive. The companies should furnish the NCA with information on local procurement initiatives to support Ghanaian businesses.

It is the expectation of the Ministry that all the mobile operators will demonstrate commitment to partner government in developing local entrepreneurship in the printing business as valuable partners in the development of the country.
